As states prepare the FFY 2024 State Performance Plan/Annual Performance Report (SPP/APR), due February 2, 2026, it’s important to stay up to date on this year’s templates, changes, and supports. Below is a summary of new guidance, office hours, and important reminders for Part C Data Managers, Coordinators, and staff as the reporting season begins.

FFY 2024 SPP/APR Templates and SPP/APR Package Now Available
The FFY 2024 SPP/APR Templates for Part C and the FFY 2024 SPP/APR Package are now posted and available for states to use this year! Download the Part C SPP/APR FFY 2024 Template and the documents in the FFY 2024 SPP/APR Package via OSEP Communities 360.

What’s New This Year — Template Changes
A few changes were made to the FFY 2024 templates compared to FFY 2023.
- DaSy and ECTA developed crosswalks for Part B and Part C, comparing the 2023 and 2024 templates. View the crosswalks and list of changes to the templates.
- States are strongly encouraged to use the new FFY 2024 template, not last year’s version, when preparing their APR and sending in draft APRs for TA review to ensure all required elements are included.
SPP/APR Submission Guidance, Checklists & Tips
To streamline the SPP/APR reporting process, check out the SPP/APR Submission Guidance, Checklists & Tips. These resources are organized by indicator and align directly with fields in the SPP/APR submission platform, ensuring all required information is included. A checklist is available for each of the Part C Indicators, as well as preschool Indicators B6, B7, B12, and B17. DaSy and ECTA are currently updating the SPP/APR Part C Introduction Checklist and Tips and creating the SPP/APR Indicator C12 Checklist and Tips and the SPP/APR Indicator C12 Data Calculations.
Special SPP/APR Indicator C12 Office Hour Series – Watch the Recordings
The DaSy and ECTA Centers hosted a four-part Office Hour Series to support states in understanding and reporting on SPP/APR Indicator C12 – General Supervision.
- Office Hour #1: Tuesday, November 4. Focused on the requirements related to Indicator C12. Watch the recording and download the slides.
- Office Hour #2: Monday, November 17. Focused on how to report the data and write the narrative for Indicator C12. Watch the recording and download the slides.
- C12 Office Hours #3: Tuesday, December 2. Open-mic session. Watch the recording and download the slides.
- C12 Office Hours #4: Monday, December 15. These open-mic sessions offer opportunities for questions, discussion, and state sharing. Materials coming soon.
