Early Childhood Development Chart—Third Edition: Crosswalk to The Three Child Outcomes

Milestones from the Early Childhood Development Chart are one of many sources of information that can help teams understand how skills align with with Three Child Outcomes states measure for federal reporting purposes. States report outcomes data to the Office of Special Education Programs (OSEP) each year in the State Performance Plan/Annual Performance Report (SPP/APR).

The crosswalk shows how the milestones cover The Breadth of the Three Child Outcomes, including the six bundles of skills that comprise each outcome. Additionally, it includes age references for the milestones that are useful for age anchoring when Child Outcomes Summary (COS) teams determine ratings on the COS 7-point scale.

The following tables map the Early Childhood Development Chart—Third Edition milestones (by domain and age) to six bundles of skills that comprise each of the three child outcomes. While many developmental milestones inform more than one of the three outcomes, double coding was avoided to focus on each milestone’s strongest relationship to one outcome.
