Data Leadership Competencies Self-Assessment

EC Data University - Competencies Self Assessment

The self-assessment allows individuals and data teams to examine their status on each of the Data Leadership Competencies and develop a plan for building competencies based on the results of the assessment. An individual can use the self-assessment to guide their own professional development as a data leader. The group of individuals who make up the state’s data team can use the Team Profile Tool to look across their individual self-assessment results to identify any gaps in their collective competencies. DaSy recommends that state Part C and Part B 619 leaders use the Team Profile Tool with their data teams to get the most out of the self-assessment process.

Individual Use

An individual rates their level of knowledge and skill on each of the competencies, and indicates whether the competency is essential to their job responsibilities and whether it is a competency in which they would like to improve. This information is used to develop a learning plan to address any gaps. The individual can reflect alone or in consultation with their supervisor on how their status on each competency aligns with their current position and with any future roles they aspire to hold.

Team Use

Not every individual on the state data team has to be skilled in every competency. Instead, the team can master the competencies collectively, with different individuals having different competencies depending on their roles and responsibilities. The Team Profile Tool allows a data team to merge the results of individual self-assessments to create a team profile.

The team profile allows the team to look across individual members to see which competencies have been mastered by which team members and which competencies need to be mastered. The self-assessment package includes multiple files, including a guidance document. We strongly recommend that the user read the guidance document before beginning the self-assessment or the use of the Team Profile Tool.

Guidance for Using the Self Assessment Tools

Guidance for Using the Data Leadership Competencies Self-Assessment and Team Profile Tool. Provides an overview of the purpose and general use of the individual self-assessment and the Team Profile Tool.

Self Assessment

Self-Assessment. The file for the individual self-assessment.

Self-Assessment with Sample Data. A sample completed self-assessment for a data manager who took the self-assessment three times. The file shows what a completed self-assessment looks like and how some of the functionality works.

Instructions for the Self-Assessment. Detailed instructions on how to complete and navigate the self-assessment. The same content is also contained on the “Instructions” tab in the tool.

Team Profile Tool – With and Without Macros

There are two versions of the Team Profile Tool: one with macros and one without macros. Both files have the same functionality, but the navigation is easier in the file with macros if you can use macros. If you use a screen reader or cannot use macros, download the version without macros. Detailed instructions for both versions of the tool are included in separate PDFs.

These tools are currently being finalized and will be published here in the summer of 2026.

With Macros (Coming Soon!)

Team Profile Tool with Macros. This tool provides capability to merge individual team member’s results into a team profile. If individual assessments will be compiled for a team profile, each team member must complete a self-assessment in their own separate file.

Identifying Essential Competencies for Each Team Role

Essential Competencies for Each Team Role. This tool allows a team lead or team to identify essential competencies for each role on the data team (for example, Data Manager or Quality Assurance Specialist). This tool should be completed before team members complete their individual self-assessments for the first time. Each team member can then use the information in the completed essential competencies tool to indicate the competencies essential to their role on their own self-assessment. The completed tool also can be used to create position descriptions for the various team roles. Instructions are on the first tab in the tool.
