The purpose of this brief is to increase states’ awareness of national data resources that can support states in sharing, linking, integrating, and using data on young children with disabilities to enhance the provision of early intervention (EI) and early childhood special education (ECSE) services. The audience for this brief includes states’ early childhood leaders working to improve outcomes for young children with disabilities and their families.

High-quality state early intervention (IDEA Part C) data systems enable state staff to use data to improve their programs and results for children and families. This Brief provides an overview of states’ early intervention data system capacity and describes differences based on lead agency type.
State Part C (early intervention) programs must report annually to the Office of Special Education Programs (OSEP) about how well the programs supported families to understand their rights, advocate for their children’s needs, and support their children’s learning and development.
Since the implementation of SSIP, DaSy and ECTA have tailored TA to meet the specific needs of each state. At a minimum, this involved TA specialists reviewing and providing input on states’ yearly SSIP documentation before submission to OSEP.
