Many in early intervention (EI) have a deep understanding of service delivery and evidence-based practices but remain unaware of the critical role played by the system in which these services are embedded. Infrastructure refers to the basic underlying features of the system and includes policies, structures, and funding priorities that control nearly every aspect of how services are delivered. This presentation examines the EI infrastructure in the United States, describes a framework that conceptualizes the components of a high-quality infrastructure, and describes how states are systematically approaching building the infrastructure to improve practices and ultimately outcomes for children and families.
