Indicator-Specific OSEP Resource
- State General Supervision Responsibilities Under Parts B and C of the IDEA: Monitoring, Technical Assistance, and Enforcement (OSEP QA23-01) – This resource outlines the state’s general supervision responsibilities under Parts C and B. It includes information on the requirements associated with identifying and verifying correction of noncompliance. The state must address these requirements in the description on how the state verified correction of findings of noncompliance in Indicator C1: Timely Services.

- Section B: Reasons for Delay and Section C: Exceptional Family Circumstances in SPP/APR Part C Indicator 1—Timely Services: State Examples of Delays – This resource provides some examples of program reasons for delay (required to be reported) and examples of delays due to exceptional family circumstances (not required to be reported) for Indicator C1: Timely Services.
- Identifying, Correcting and Reporting Noncompliance: A State Guide – This guide outlines the steps in identifying, correcting, and reporting noncompliance in the SPP/APR and is applicable to the Indicator C1: Timely Services requirement to report on how the state verified correction of noncompliance. The guide is based on OSEP QA 23-01: State General Supervision Responsibilities Under Parts B and C of the IDEA./i>.
- SPP/APR Submission Guidance Checklist and Tips – Indicator C1: Timely Services – This resource helps ensure states have included all required data and narrative in Indicator C1:
- Accuracy of historical data
- Current federal fiscal year (FFY) data, including description of slippage, if applicable
- Exceptional family circumstance data, including description of reasons for delay, if applicable
- Data source used, including associated required descriptions
- Data and narrative on the correction of findings in prior FYY
- Data and narrative on the correction of findings of noncompliance identified prior to previous FFY
The resource also reminds states to review and address any required actions within “OSEP Response” and “Required Actions” as outlined in the prior year’s SPP/APR.
- SPP/APR Submission Guidance Data Calculations – Indicator C1: Timely Services – This resource provides detailed information about the data needed for the timely services calculation based on the federal measurement table and related documentation. Specifically, it provides information about general considerations (e.g., the measurement of timely services is based on the state’s definition of timely services), the data needed for the numerator and denominator, data points for the calculation, data sources, and an example calculation.
