General SPP/APR Resources

The general SPP/APR resources apply to almost all SPP/APR indicators for Part C and the Part B preschool special education (Section 619) indicators. The resources include both OSEP and TA resources.

OSEP Resources

  • Part C and Part B SPP/APR Packages – OSEP releases the SPP/APR Package annually. The package includes the following key documents that help states prepare and report their SPP/APR annually:
    • SPP/APR Instructions – This resource provides information on the content that a state must provide in reporting for the SPP/APR. Specifically, it covers what is required for the descriptions of the state’s general supervision system, stakeholder engagement, and when a state has less than 100% compliance but does not issue findings. The resource also covers sampling requirements for several Part B and Part C indicators, root cause analysis for Indicators C5 and C6, and requirements for SSIP reporting.
    • SPP/APR Indicator Measurement Table – This resource lists the monitoring priorities, indicators, required data sources, measurement, and instructions for providing the required information for each indicator.
    • SPP/APR Related Requirements – This resource includes a list of the Monitoring Priorities and Indicators and the requirements from the statutes and regulations that are related to each indicator.
  • Part C SPP/APR Template – States can use the OSEP Part C SPP/APR template to draft their SPP/APR before the EDFacts Metadata and Process System (EMAPS) platform is open for the entry of data and narrative. The information in the template aligns with the required fields in the platform.
  • Part B SPP/APR Template – States can use the OSEP Part B SPP/APR template to draft their SPP/APR before the EMAPS platform is open for the entry of data and narrative. The information in the template aligns with the required fields in the platform.
  • Part C SPP/APR User Guide – This OSEP technical guide for Part C explains the basic mechanics of system access and navigation and the specific steps required to enter and submit the SPP/APR into the APR Tool in EMAPS.
  • Part B SPP/APR User Guide – This OSEP technical guide for Part B explains the basic mechanics of system access and navigation and the specific steps required to enter and submit the SPP/APR into the APR Tool in EMAPS.
  • Slippage Definition – OSEP’s definition of slippage is included on page 25 in the Part C SPP/APR User Guide and on page 26 in the Part B SPP/APR User Guide. The definition helps states to understand the automatic calculation of slippage and to promote state and key partner discussions about reasons for slippage in preparing their SPP/APR.
  • Universal TA for FFY 2020-2025 SPP/APR – This OSEP resource, located under the “SPP/APR General Resources” dropdown menu, describes changes in the SPP/APR Package since the prior package release and OSEP expectations related to those changes. Information is provided on, for example, data quality, targets, resetting baseline, representativeness, sampling, and several individual indicators.

TA Resources

  • SPP/APR Basics, What You Need to Know Modules – This TA resource is a series of training modules on the indicators and requirements in the SPP/APR. The modules are self-paced and appropriate for Part C and Part B 619 early childhood special education (ECSE) staff and key partners such as members of a state Interagency Coordinating Council.
  • States’ Reasons for Slippage by SPP/APR Indicator – This TA resource provides example reasons for slippage related to each indicator. States can use this resource when considering factors that might have impacted state data (e.g., policies and procedures not being clear, change in local leadership, personnel/workforce shortage, providers not understanding requirements and procedures, natural disaster).
  • Stakeholder Knowledge Toolkit – This toolkit orients Part C and Part B 619 stakeholders to IDEA data and other data-related topics to help them meaningfully participate in conversations about programmatic issues and decisions related each indicator.
  • Target Setting Guide – This guide provides general and indicator-specific guidance, considerations, and resources to assist Part C and Part B 619 ECSE staff in working with key partners to set targets and/or reset baseline for the SPP/APR indicators and the State Systemic Improvement Plan (SSIP) State-Identified Measurable Result (SIMR).
  • 618 Data Collection and Reporting Dates by SPP/APR Indicator – This TA resource provides due dates for collecting 618 data and reporting those data to OSEP via EDPass.
  • Helpful Terms and Definitions Related to the SPP/APR – This resource defines terms used during any SPP/APR discussion. The definitions provide a reference for understanding the intended use of the terms in such discussions.
