Based on recent updates made to EDPass file specification FS908 – IDEA Part C Dispute Resolution Due Process Complaints, DaSy is releasing a revised version of the IDEA Part C Dispute Resolution Data Tool for EDPass Submission. Please use this new version of the tool to prepare your Part C IDEA 618 Dispute Resolution data files (FS906, FS907, and FS908) for upload and submission in EDPass.

The update included two changes that impact only the states whose Part C programs use their state’s Part B dispute resolution procedures. The changes are:

• FS908 – Line 7 in the .csv file the total indicator “N” was changed to “Y”.
• FS908 – Line 8 in the permitted value “WRTNSTLMNTAGRMNT” was changed to “WRTNSTLAGRMNT”.

The IDEA Part C Dispute Resolution Data Tool, developed by DaSy, is designed to provide assistance to IDEA Part C Data Managers and other EDPass users to submit the state dispute resolution data due November 19, 2025. The tool offers a way to ensure the accuracy of IDEA Part C Dispute Resolution data prior to official submission. The tool can help states save time by identifying potential format errors, validation errors, and other errors in subtotals or totals. The tool has been updated to allow users to create the EDPass files per the specifications (FS906, FS907, and FS908). Thorough instructions for creating the files are included.
