During this session, DaSy staff discussed how Part C and Part B program staff can leverage data linking to answer complex questions of interest. The presenters showed and described the new Data Linking Toolkit which is comprised of multiple sections that include downloadable tools to support Part C and Part B 619 program staff as they consider, prepare, and successfully link their data. In addition, North Carolina shared their recent experience linking Part C and Part B 619 data in their state across two state agencies.
This presentation introduced DaSy’s newly developed data leadership competencies. These competencies describe what a state data leader or state team must know and be able to do in order to effectively lead the development of a state data infrastructure and culture.

The presentation reviewed the process and components of a programmatic use case, discussed how to use the programmatic use case and reviewed a state example. Lastly, the session engaged in a small group activity to create a draft use case based on the DaSy Critical Questions.
The Look! Think! Act! workshop focused on how state staff members might use the available learning module to build the capacity of state staff and local program leaders. The content includes the basics of Look! Think! Act! and the resources created to support its use.

The DaSy toolkit is a resource containing information, guidance, and templates to help Part C and Part B 619 program staff build effective data teams and support conditions for a culture of data use at the state and local levels. The toolkit is organized around key steps to building a culture of data use in your state or local team.
The goal of this session was to define elements of a strong data use culture, examine what it means to be a data leader, explore how to effectively engage diverse stakeholders, and provide resources to help participants assess and improve their data use culture.
