The purpose of this brief is to increase states’ awareness of national data resources that can support states in sharing, linking, integrating, and using data on young children with disabilities to enhance the provision of early intervention (EI) and early childhood special education (ECSE) services. The audience for this brief includes states’ early childhood leaders working to improve outcomes for young children with disabilities and their families.

Linking and integrating IDEA data with different data systems can help U.S. states, territories, and other entities answer critical questions about children and families, their needs, and experiences with IDEA services and supports. This Brief shares what states were doing in spring 2021 to share, link and integrate their IDEA data with data from other early childhood programs.
In this session, presenters shared the value of an ECIDS (early childhood integrated data system) to IDEA programs, whether your state operates one, and when and how to become an active partner. Utah shared its approach and the process for including Part C data.
NASDSE. December 2024. Using IDEA program data from a recent national survey, the presenters discussed the features and capabilities of state ECSE data systems, including typical child record content; access to standard workforce or financial data; associations with EI, Big B data, general ed/SLDS, health and foster care systems (ECIDS); and planned enhancements.
This session provided a multitude of resources available, data sources to guide state-level decision-making, reports to inform current or future goals and outcomes, and organizations to support engagement in the broader ecosystem.

This letter was jointly developed by offices within the U.S. Department of Health and Human Services and the U.S Department of Education to support increased collaboration between State Early Hearing Detection and Intervention programs and IDEA Part C early intervention programs.
Final session: July 25, 2024. This learning community is intended to support Part C program staff by building capacity and confidence in leading and managing data linking and integration (DLI) initiatives.
