DMS Topical Working Series: Digging into Content to Prepare for OSEP DMS Engagement

Topic 4: Fiscal Management DMS Topical Working Series starts Friday,

The OSEP TA centers, ECTA, DaSy, CIFR, and CADRE, are collaborating to provide four separate DMS topical working series for Part C systems in 2023:

  1. Monitoring and Improvement
  2. Dispute Resolution
  3. Data
  4. Fiscal Management

Each topical working series:

  • Is designed to support 6-8 Part C state teams from DMS Cohort 1 who will have visits in Fall/Winter 2023, Cohort 2, and possibly Cohort 3.
  • Will support state teams as they review their current systems, complete the DMS protocol(s), identify system gaps, and plan next steps in preparation for the OSEP discovery and engagement phases of DMS.
  • Will be scheduled over a four-month period with monthly two-hour virtual cross-state meetings.

Schedule

All four topical working series will occur from April 2023 through November 2023 and will overlap each other.

Topic 1: Monitoring and Improvement (March 31, 2023 – July 14, 2023)
Topic 2: Dispute Resolution (June 8, 2023 – September 21, 2023)
Topic 3: Data (July 2023 – October 2023)
Topic 4: Fiscal Management (September 2023 – December 2023)

Topic 1: Monitoring and Improvement DMS Topical Working Series Schedule

The Monitoring and Improvement DMS Topical Working Series is the first of the four working series and will begin in late March. The 4 sessions are scheduled as follows:

  • Friday, May 5, 2023 (1:00-3:00 ET)
  • Friday, June 9, 2023 (1:00-3:00 ET)
  • Friday, July 14, 2023 (1:00-3:00 ET)

In order to participate in Topic 4: Fiscal Management DMS Topical Working Series, states need to complete this application no later than Tuesday, August 22, 2023. Please note the tight deadline for the application.

Application Process

Please keep in mind the following expectations and time commitments for all members:

  • Attend and actively participate in two-hour sessions (including small group discussions) across the four months of the working series.
  • Complete preparation work prior to each of the four sessions (with TA support, if desired).
  • Share state examples and experiences with other participating states.

Overview of Preparation Activities for each Working Series Session

Session 1: Develop a description and visual depiction of your states’ structure and current fiscal system to present at Session 1. TA staff will provide a series of questions in advance to help guide the development of this description. The visual depiction of your system for the presentation does not have to be formal. It can be a photo of a drawing, which can later be formatted for esthetics.

Sessions 2 & 3: Complete the Single Line of Responsibility (SLOR) Protocol as assigned for Sessions 2 and 3. In completing the assigned protocols, your team will identify areas needing modifications or additions to meet these requirements. This information will be used in preparation for discussions on state challenges.

Session 4: Develop a summary of your states’ gap areas and next steps for addressing them (i.e., what can be done in the short-term vs. an articulated plan for future action) and share at Session 4. TA staff will provide a template for you to compile gap areas and identify next steps.

State Team Membership

We are requesting that your state include team members that have the knowledge, experience, and/or responsibility for developing and implementing your state’s fiscal system. Team members might include Part C Coordinator, Part C Data Manager, Monitoring Coordinator, Fiscal staff, and other state staff (e.g., procurement) that are involved in or responsible for fiscal management.
