DaSy is hosting open, ‘come and go’ office hours for reviewing and submitting the Directory file on May 7 and 14 at 1:00 PT / 4:00pm ET.
All Part C EDPass Managers must, on or before May 14th, login to EDPass to review and submit their state’s FS029 Part C state-level Directory file.
To support this process, DaSy has drafted the instructions listed below for reviewing and submitting the Directory file as well as this version with visuals. After reviewing, please reach out to email Tony Ruggiero, Terry Long, and/or Ginger Elliott-Teague if additional support is needed.

Instructions
After logging in to EDPass:
- Click on the Uploads button located in the upper right corner of the screen.
- Go to the row for the 2024-2025 Directory file (uploaded by PSC on 3/25/2025), click on the three dots (sometimes referred to as a “kabob menu”), and then click on Download Data.
- After your file has downloaded, go to the downloads list in your browser and open the file. The .csv file will open in Excel unless you choose to use “open with” and select Notepad or a similar application to open the file.
- The file contains two rows. The first row contains column names and the second row contains the directory data for your state’s Part C program (program name, mailing address, physical address, etc.). Review the accuracy of the information in the second row.
Note: many other files will be listed that are standard submissions for state SEAs. None of these related files (such as “Grades Offered and “Charter Authorizer Directory”) are required for Part C. You can ignore any file that says “Not Collected” or “Not Required to Submit” in the SEA column.
After reviewing the directory data in row 2:
If all directory information for your state’s Part C program is correct and no changes/updates are needed, then
- In EDPass, click on the Submission List link.
- Go to the row for the 2024-2025 029 Directory file and in the the SEA column you will see the phrase “Ready to Submit”. Click on the kabob menu at the end of the row.
- In the dropdown list you will see “Submit.” Select submit. Then confirm you want to submit.
- In order to see the status of your 029 file submission, you will need to click on the refresh button in your browser. The Submission List page will not refresh on its own, and it may take several minutes.
- When you see “Submitted” has replaced “Ready to Submit” in the SEA column with the correct date, that indicates your 2024-2025 029 file has been successfully submitted to the Partner Support Center. You may take a screen shot as verification.
OR
If one or more fields your state’s Part C directory information needs to be updated, then
- Make the necessary updates to the fields in the copy of the directory file you downloaded and reviewed. Save (keep the .csv extension). You cannot submit the file as it was formatted when downloaded. To prepare the file for upload in EDPass, complete the following steps:
- Delete the first column of the file (column A that contains a zero (0)).
- Clear all text from the first row (column names) in the file. Do not delete the row entirely.
- Add the following information in the first row:
- In cell A1, enter “SEA DIRECTORY INFO” (without quotation marks)
- In cell B1, enter “1” (without quotation marks)
- In cell C1, enter the name of the .CSV (comma separate value or comma delimited) file using the EDPass file naming convention shown in Section 3.0 of the EDPass FS029 Directory file specification document. Your file name should be like “xxSEADIRECTORYver0001.CSV”, replacing the “xx” with the two-letter abbreviation for your state.
- You must do a “Save As” and replace the file name using this exact file name before closing the file.
- In cell D1, enter a brief description of the file, something like “Part C Lead Agency Directory”.
- In cell E1, enter 2024-2025.
- After saving this file (with the new file name shown in cell C1), close the file if you still have it open in Excel. Then, open the file in Notepad (or a similar text editor application).
- Remove all but one of the commas at the end of the first row (leaving one comma after 2024-2025).
- Next, add seven commas at the end of the 2nd row containing your state’s directory information.
- Save the file, making certain the file name matches the file name you entered in cell C1 and that it remains a .csv file. Close the file.
- Log back into EDPass and go to the Upload page.
- Under Upload Options, select “Replace existing file(s).”
- Then click the Browse button to select the version of the Directory file you just completed or drag a copy of the file into the “Drag your file(s) here” square.
- Click the Upload button.
- Open the Submission List page again. Go to the row for the 2024-2025 029 Directory file and in the the SEA column and you will see a notice that the file “Upload [is] in Progress”, has “Errors,” or is “Ready to Submit.” You may need to wait several minutes for the system to process the file (refresh your browser in the meantime).
- If the status in the SEA column says “Errors,” click on the kebab menu at the end of the row and then click DQ Results.
- Open the error report and correct any errors listed in the DQ Results.
- Upload the Part C Directory file again until you see the “Ready to Submit” status in the SEA column.
- When it says “Ready to Submit,” click on the kabob menu at the end of the row.
- In the dropdown list you will see “Submit.” Click submit. Confirm you want to submit.
- The Submission List page will not refresh on its own, and it may take several minutes. In order to see the status of your 029 file submission, you will need to click on the refresh button in your browser.
- When you see “Submitted” has replaced “Ready to Submit” in the SEA column with the correct date, that indicates your 2024-2025 029 file has been successfully submitted to the Partner Support Center. You may take a screen shot as verification.
If needed, you can review the FS029 file specifications. Note that most of the information in the specs does not apply to Part C lead agencies.
