This table summarizes states’ and territories’ definitions of/criteria for IDEA Part C eligibility. It includes states’ web links to the definitions/criteria, level of developmental delay required for eligibility, and whether the state serves children who are at-risk.
This resource can be used for national comparative analysis and to help states understand the state-to-state differences in percentage of population served. Because it provides states with information on each state’s criteria, it is also is useful for states considering changing their eligibility criteria.
