The purpose of this document is to provide ideas for the types of questions state and local teams may consider in identifying factors impacting performance on Indicators C5 and C6. This tool can help improve child find practices and implementation by identifying underlying factors that contribute to state and local performance.

Suggested questions for considering underlying factors are categorized into two main areas: 1) Systems/Infrastructure and 2) Providers/Practice. Investigation and analyses can focus on factors related to program infrastructure, policies and procedures, funding, training and technical assistance, supervision, data, personnel and provider practices that impact child find.
