ITCA categorizes state eligibility criteria into three groups based on the breadth of the criteria. For a given year, these ITCA Child Count Data Charts provide the percentages of children age birth to 1 and birth to 3 who are receiving Part C services in each state by the three groups and by lead agency type. Individual state data are presented by the single day count (i.e., the data in the APR indicators) as well as a cumulative count for the year.
States can use this resource for comparative analysis across states, looking at the state-to-state differences in percentage of population served, including by eligibility category and lead agency type. States also can compare their own difference in the single day or cumulative count to that of other states.
