• State Performance Plan and Annual Performance Report (Part C SPP/APR) General Instructions – This OSEP document provides information on content that must be provided in the Part C introduction of the SPP/APR. The instructions also include guidance for sampling, which can be used for Indicators C3 and C4, on page 4.

TA Resources

• SPP/APR Submission Guidance Checklist and Tips – Part C Introduction – This resource helps ensure states have included all required narrative in this indicator, including a description of:
  • The state’s general supervision system, including monitoring, technical assistance and professional development activities.
  • Stakeholder engagement and public input
  • Reporting to the public

  It also reminds states to review and address any required actions within “OSEP Response” and “Required Actions” as outline in the prior year’s SPP/APR.

• State General Supervision Responsibilities under Parts B and C of the IDEA: Monitoring, Technical Assistance, and Enforcement (OSEP QA23-01) – This resource outlines the state’s general supervision responsibilities under Parts C and B of IDEA. It includes information on how the components of the state’s general supervision system are designed to interact and inform each other in ensuring implementation of IDEA requirements and what a reasonably designed general supervision system should include. It can help states understand the context for the General Supervision section in the Part C Introduction.
• Leading by Convening – This National Center for Systemic Improvement (NCSI) resource is a framework for engaging stakeholders in improving results for infants, toddlers, children and youth with disabilities. It focuses on coalescing around issues, ensuring relevant participation, and doing the work together to help achieve state goals.
