General SPP/APR Resources
The general SPP/APR resources apply to almost all SPP/APR indicators for Part C and the preschool Section 619 indicators for Part B.
- SPP/APR Basics, What You Need to Know Modules – This TA resource is a series of training modules on the indicators and requirements in IDEA Part C and Part B 619 State Performance Plans/Annual Performance Reports (SPP/APR). The modules are self-paced and appropriate for Part C and Part B 619 staff and key partners such as members of a state Interagency Coordinating Council.
- Part C and Part B SPP/APR Packages – The SPP/APR Package is released annually by OSEP and is located on the OSEP Resources for Grantees webpage with other up-to-date OSEP resources related to IDEA. The SPP/APR Package includes the following key documents that help states prepare and report their SPP/APR annually:
- SPP/APR Instructions – This resource provides information on the content that must be provided in reporting for the SPP/APR.
- SPP/APR Measurement Table – The Indicator Measurement Table lists the monitoring priorities, indicators, required data sources, measurement, and instructions for providing the required information for each indicator.
- SPP/APR Related Requirements – This OSEP document, which is part of the SPP/APR Package, includes a list of the Monitoring Priorities and Indicators and the requirements from the statutes and regulations that are related to each indicator.
- Part B and Part C SPP/APR Templates – This OSEP webpage includes links to the current SPP/APR templates. These templates are available for states to use in drafting their SPP/APR prior to when the EDFacts Metadata and Process System (EMAPS) platform is open for entry of data and narrative. The information in the templates aligns with the required fields in the platform.
- Part B and Part C SPP/APR User Guides – These OSEP technical guides for Part B and Part C explain the basic mechanics of system access and navigation and the specific steps required to enter and submit the SPP/APR Report into the APR Tool in EMAPS.
- Universal TA for FFY 2020-2025 SPP/APR – This OSEP resource, located under the SPP/APR General Resources, describes changes in the SPP/APR packages since the prior package release and OSEP expectations related to these changes. Information is provided on such things as data quality, targets, resetting baseline, representativeness, sampling and several individual Indicators.
- SPP/APR Submission Guidance Checklists and Tips – These resources help ensure states have included all required data and narrative in each SPP/APR indicator. The documents are organized by indicator and by the fields as they appear in the SPP/APR submission platform and are accompanied by tips to help states determine if all relevant instructions are addressed.
- SPP/APR Submission Guidance Data Calculations – This TA resource provides detailed information about the data needed for each indicator’s calculation based on the federal measurement tables and related documentation. The documents provide information about the data for the numerator and denominator, data points for the calculation, data sources, and example calculations.
- Slippage Definition – see IDEA Part C SPP/APR User Guide [page 25] – OSEP’s definition of slippage is included in this OSEP document that guides states on accessing and entering data and information in EMAPS. The definition is helpful to states in understanding the automatic calculation of slippage and to promote state and key partner discussions about reason for slippage in preparing their SPP/APR.
- Slippage Examples – This TA resource provides example reasons for slippage related to each indicator. This resource can be used when considering factors that might have impacted state data (e.g., policies and procedures are not clear, change in local leadership, personnel/workforce shortage, providers not understanding requirements and procedures, natural disaster).
- Target Setting Guide – This TA resource provides general and indicator-specific guidance, considerations, and resources to assist Part C and 619 staff in working with key partners to set targets and/or reset baseline for the State Performance Plan (SPP)/Annual Performance Report (APR) indicators and the State Systemic Improvement Plan (SSIP) State-Identified Measurable Result (SIMR).
- Overview of FFY and APR Reporting Due Dates – This resource provides due dates for collecting 618 data and reporting them to OSEP via EdFacts.
