- State General Supervision Responsibilities under Parts B and C of the IDEA: Monitoring, Technical Assistance, and Enforcement (OSEP QA23-01) – This resource outlines the state’s general supervision responsibilities under Parts C and B of IDEA. It includes information on the requirements associated with identifying and verifying correction of noncompliance. These requirements must be used in the description of how the state verified correction of findings on noncompliance in Indicator C12: General Supervision
TA Resources
- IDEA Part C Indicator 12 Data Tracking Tool – This tool is designed to help states summarize the number of findings of noncompliance and their timely correction reported in each Part C SPP/APR compliance indicator (C1, C7, C8A, C8B, and C8C), additional findings of noncompliance for IDEA requirements related to these same compliance indicators, and other findings of noncompliance related to results indicators and their related requirements, fiscal, dispute resolution, and other areas.
- Identifying, Correcting and Reporting Noncompliance: A State Guide – This guide outlines the steps in identifying, correcting and reporting of noncompliance in the SPP/APR and is applicable to Indicator C12: General Supervision requirement to report on how the state verified correction of noncompliance. It is based on the Office of Special Education Programs (OSEP) QA 23-01: State General Supervision Responsibilities Under Parts B and C of the IDEA.
- SPP/APR Indicator C12 Reporting Guidance – This resource provides information on reporting requirements for this indicator and uses two scenarios to reflect how a state might report the data and describe how it verified correction of findings of noncompliance issued to EIS programs in C12. One scenario focuses on a state that issues findings by program, and the other focuses on a state that issues findings by child. Several additional resources are identified that can support states in collecting and reporting C12 data.
- Scenario 1: C1 Timely Services and Other IDEA Requirements – Findings Issued by Program
- Scenario 2: C1 Timely Services and Other IDEA Requirements – Findings Issued by Child
- SPP/APR Submission Guidance Checklist and Tips – Indicator C12 General Supervision – This resource helps ensure states have included all required data and narrative in Indicator C12: General Supervision including:
- Accuracy of historical data
- Current FFY data, including required and optional reporting, total for all noncompliance
- Summary of Findings of Noncompliance Identified in Prior FFY and Status of Correction
It also reminds states to review and address any required actions within “OSEP Response” and “Required Actions” as outlined in the prior year’s SPP/APR.
- SPP/APR Submission Guidance Data Calculation – Indicator C12: General Supervision – This resource provides detailed information about the data needed for Indicator C12’s calculation based on the federal measurement tables and related documentation. The document provides information about general considerations (e.g. number of findings for any IDEA requirements that are related to the SPP/APR compliance indicators C1, C7, C8A, C8B, and C8C issued in the prior fiscal year and the number of these findings that were timely correct) the data for the numerator and denominator, data points for the calculation, data sources, and an example calculation.
