This 2013 guidance details the Uninterrupted Scholars Act that amends FERPA to permit education agencies and institutions to disclose a student’s education records, without parental consent, to a caseworker or other representative of a state or local child agency or authorized tribal organization when such agency is legally responsible for the care and protection of the student.
