This is a 2015 Government Accountability Office (GAO) report examining how selected PFS projects have been structured and what potential benefits they can provide, how contracts have been structured to identify potential project risks, the potential roles for the federal government’s involvement in PFS projects, and recommendations to federal agencies about how to identify and disseminate information on best practices for PFS.
